- Since 2020, the Kingdom of Morocco has undertaken amajor reform of its social protection system. In line with the Royal Vision ofInclusive Human Development, this reform is based on the establishment ofnational registers to identify and target beneficiaries with precision: (i) theNational Population Register (RNP), that assigns each resident a unique Civiland Social Digital Identifier (IDCS) - upon verification of identity anddeduplication; and (ii) the Unified Social Registry (RSU), a household registrationsystem that provides a socio-economic index to each registered household. Thisindex is calculated according to a formula that takes into account demographicand socio-economic variables of the household. The identification and targeting system (RNP-RSU) iscurrently managed by a project management unit under the Ministry of theInterior (UGP-MI). The World Bank remains committed to providing technical andfinancial support for the identification and targeting system.To date, more than half of the population already hasa civil and social digital identifier (IDCS) and is registered with the RSU. Atthis stage of implementation, a structured assessment of the RSU-s performanceshould be undertaken to objectively analyze its progress and guide necessaryadjustments.In this context, the World Bank supports the PMU-MIand seeks to mobilize technical assistance (TA) to carry out two complementarystudies. The first, will analyze household socio-economic score volatility, themain criterion for eligibility for social programs. The second, a processevaluation of the RSU, will assess the overall performance of the RSU and thefluidity of its processes based on evaluation frameworks and tools adapted tosocial registers. Carried out in close collaboration with the PMU-MI, thesestudies should lead to operational, prioritized, and actionable recommendationsto improve the performance of the RSU.
