  • Tenders are invited for Technical Assistance to the INDH for Development of Media Content for a Nutrition Mass Media Campaign I. Objective of the Consultancy:To support the Bank in its efforts with the INDH in the: (a) design and development of mass media content focused on maternal; infant; and child nutrition; in support of INDH-s nutrition SBCC strategy; and (b) development of a mass media deployment plan. II. Scope of WorkThe consultancy firm will be expected to support the Bank in the following tasks: 1. Provide creative options for a visual brand identity for the β€œfirst 1000 days of life” for nutrition. The options for a brand identify should include a logo; slogan; tag lines; and other elements that are important for a complete graphic charter for an effective SBCC campaign.2. Provide creative options for media content on maternal; infant and child nutrition in support of the overarching 1000-day campaign. This includes media creatives for television; radio; social media; and posters for billboards. For television and radio; the focus would be on TV and radio ads; while for social media; it would include short videos with potential for circulation through Whatsapp; Facebook etc. The firm will be expected to examine existing media content already developed by INDH and review the findings of the formative research conducted by the World Bank and come up with options that are β€˜different- and have the potential to break through the routine; while leveraging behavioral science principles. All creative options will first be presented to the World Bank team through story boards; and the options that are shortlisted through this process will be pre-tested; before finalizing the same. The creatives are expected on the following indicative themes. It is anticipated that creative options for television and radio will be in two-time formats (15; 30 or 40 seconds).The criticality of the first 1000 days (1 TV spot and 1 radio spot)o Importance of the first 1000 days; from conception to the age of two; in child development (this will be an umbrella theme that encompasses and subsumes within it the criticality of 3 elements outlined below - maternal nutrition; breastfeeding and complementary feeding - during the first 1000 days)Maternal Nutrition (2 TV and 2 radio ads)o Importance of ante-and-post natal care visits during pregnancyo Dietary diversity during pregnancy Breastfeeding (2 TV and 2 radio ads)o Early breastfeeding within one hour of birth.o Exclusive breastfeeding for the first 6 months of life. Complementary Feeding (2 TV and 2 radio ads)o Diversity and frequency of complementary feeding. Once finalized; all creative options will need to be translated in French; Arabic; Tarifit; Tachelhit; Tamazight; Hassania. A key underlying message that needs to be conveyed is that care and right nutrition during the first 1000 days has long term benefits for the child-s growth; cognitive development; and productivity. The creatives need to target the key barriers in adopting these behaviors and highlight the benefits of adopting these behaviors.The primary target audience for the TV and radio ads will be pregnant women; mothers and caregivers of children 0 to 24 months; fathers; and mothers-in-law in rural and urban areas. The indirect target audience will be health professionals; community health workers; as well as young couples of childbearing age.3. Develop recommendations for mass media deployment plan. The deployment plan should include recommendations for the deployment of all creatives; covering recommended frequency and timing of airing of TV and radio ads; and the priority channels on which these should be aired; to facilitate maximum visibility; outreach; and impact. In developing a deployment plan; the firm is expected to propose tailor-made solutions; recommend best practices to maximize impact; propose creative marketing ideas and innovative solutions to reach the target audience.NOTE: All final deliverables will need to be submitted in triplicate; in separate hard drives. III. Essential Qualifications of the Firm: The Consultant Firm should possess the following qualifications:* At least 8 years- experience of product advertising; particularly consumer goods; in the Middle East and North Africa region. Experience of working in Morocco will be preferred.* Demonstrated experience of successful advertising campaigns.* Experience of working with the Government
