Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1274207 - Region of Beni-Mellal Khenifra (RBMK) Water Environmental And Social Management Framework (ESMF) Assignment Countries: - Morocco ASSIGNMENT DESCRIPTION IFC and RBMK intend to explore potential water projects that could be considered for financing. Projects financed by IFC would be required to comply with IFC Performance Standards for E&S Sustainability. The objective of this assignment is to develop an E&S Management Framework, which sets out the principles, rules, guidelines and procedures for screening, assessing, and managing the potential social and environmental impacts of forthcoming but as yet undefined water subprojects. It contains measures and plans to avoid, and where avoidance is not possible, to reduce, mitigate and/or offset adverse risks and impacts. The ESMF specifies the most likely applicable social and environmental policies and requirements and how those requirements will be met through procedures for the screening, assessment, approval, mitigation, monitoring and reporting of social and environmental risks and impacts associated with the activities to be financed by IFC. EoI should have a strict limit of 25 pages. Provide information on the qualifications of key staff. * WATER AND SANITATION PROJECTS IN THE REGION OF BENI-MELLAL KHENIFRA, MOROCCO (RBMK) ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK (ESMF) TERMS OF REFERENCE The International Finance Corporation The International Finance Corporation (IFC), a member of the World Bank Group, fosters sustainable economic growth in developing countries by financing private sector investment, mobilizing private capital in local and international financial markets, and providing advisory and risk mitigation services to businesses and governments. IFC-s MENA Cities Program Cities in MENA are key drivers for economic growth and major contributors to climate change. The MENA Cities program is focusing on helping subnational governments develop a pipeline of strategic and high impact infrastructure projects. IFC-s support is delivered through any combination of (i) investments in private sector companies, (ii) municipal finance, and (iii) tailored advisory services to support cities develop a larger pool of implementable and bankable high impact infrastructure projects. Water projects in the Region of Beni-Mellal Khenifra, Morocco The Kingdom of Morocco is particularly impacted by water scarcity and climate change, which poses a significant threat to Morocco-s water and environmental resources. The country is already under pressure from population and industrial growth, tourism development activities and agricultural extension. Morocco has set ambitious goals to improve water resilience and the regional governments are key contributors to this strategy, as part of the ongoing decentralization. Following the successful financing of the Region of Casablanca-Settat committed by IFC in January 2020, IFC and the Region of Beni-Mellal Khenifra (β€œRBMK” or β€œthe Region”) signed a memorandum of understanding with the intent to explore potential water projects that could be considered for financing. All projects financed by IFC would be required to comply with IFC Performance Standards (PSs) for Environmental and Social (E&S) Sustainability. As part of its Plan for Regional Development, the Region has identified various projects both in freshwater (including distribution networks and water tanks) and sanitation (including collection networks and water treatment plants). Following an review of the initial list of projects provided by the Region, IFC conducted preliminary screening based on a set of key risks criteria including the IFC PSs for E&S Sustainability to screen out projects with significant E&S risks and E&S impacts. This led to a list of pre-selected projects (around 200). A more detailed screening of this list was then undertaken by two consulting firms, primarily focusing on the land acquisition (PS5) and biodiversity (PS6) related risks that led to an assessment that provided the following information; β€’ PS 6 - Description of the ecological context of the project areas including identification and description of all protected areas, KBA, species, etc, to be considered as per PS6 criteria β€’ PS 4 - Identification of potential impacts on community health and safety and/or description of identified E&S risk elements β€’ PS 5 - land risk rating methodology complying with IFC PS5 β€’ PS 5 - Identification of potential conflicts and land and resettlement legacy issues; and potential risk of land acquisition and resettlement β€’ PS 8 - Identification of potential impacts related to cultural heritage To date, some information on the proposed sub-projects has been received from the provinces but remains limited. Precise locations of proposed sub-project remain most of the time unknown, thus limiting detailed environmental and social impact analysis. Objectives of the assignment Given limited information on the various sub-projects proposed for financing, the objective of the assignment will be the development of an Environmental and Social Management Framework (ESMF). An ESMF is typically utilized when a project consists of a series of programs or sub-projects/activities that cannot be fully assessed until the details of the sub-project or activities have been identified (often later in the project cycle). The ESMF ensures that the sub-project/activities are screened and assessed and that appropriate management measures are in place prior to implementation. Detailed Environmental and Social Impact Assessments (ESIAs) when needed, Environmental and Social Management Plans (ESMPs) and/or other management plans required to meet IFC Performance Standards, such as Land Use and Livelihood Restoration Plans (LULRPs), will be carried out by the Region of Beni-Mellal Khenifra for the subprojects which will be eligible for financing. The overall objective of the ESMF is to set out the principles, rules, guidelines and procedures for screening, assessing, and managing the potential social and environmental impacts of forthcoming but as yet undefined subprojects. It contains measures and plans to avoid, and where avoidance is not possible, to reduce, mitigate and/or offset adverse risks and impacts. The ESMF specifies the most likely applicable social and environmental policies and requirements and how those requirements will be met through procedures for the screening, assessment, approval, mitigation, monitoring and reporting of social and environmental risks and impacts associated with the activities to be financed by IFC.
