  • Expression of Interest are invited for Market Assessment on New Agent Network Management Models in Morocco. Assignment Description CGAP is recruiting a firm to work with its partners, Barid Cash and Chari to: i) Assess how their models deliver value to all stakeholders (clients; merchants and other agents; supporting stakeholders that recruit/train/supervise agents; Barid Cash/Chari); ii) Assess the operational feasibility and financial viability of their models, for all stakeholders; iii) Recommend improvements, with quantification of their probable impact on network viability and quality, and comparing with the mainstream wallet model in Morocco, and iv) Identify regulatory constraints linked to the implementation of these recommendations. The Firm will integrate a gender lens in its analysis to understand the representativeness of women among rural merchants/agents and to what extend rural women face constraints in accessing and relating to agents. Overall, the Firm will aim to answer the following questions related to CGAPs partners business models: 1. How can current models be improved to support viable extension of DFS in rural areas? By viable, we mean that the economics make sense for all stakeholders in the value chain. Recommendations will focus on agent network management (agent profiles; agent recruitment, training, supervision including through new external partners; financial and non-financial services offered to agents; contractual and financial relationships between each stakeholder; etc.), but will also include recommendations in terms of range of services for end clients and way to market and communicate to customers through agents. Recommended models should include details on contractual arrangements between stakeholders (see details below). 2. How can the partners agent recruitment and management process be improved to attract more female agents and clients? 3. How can the data on customer and agent gathered through mwallet usage be be best used in terms of for instance of activity monitoring, service offering, communication? 4. Specifically for Barid Cash, how to outsource the recruitment/management of retail agents (agents detaillants) to a master agent (agent principal) or a third-party agent network manager (ANM) in a way that improves the viability and quality of Barid Cash's services compared to direct management? Identify potential partners in Morocco. How can Barid Cash support its master agents/ ANM? 5. Specifically for Chari, can the projected model, which starts off as closed loop to build volume, efficiently lead to a progressively more diverse suite of services offered through broadening its own product range and opening up to products and services from third party partners (i.e. platform model)? What are the pros and cons of Charis FMCG-led/platform model compared to the current mainstream mwallet model? What is its potential impact on agent capex, opex and revenues; and impact on DFS adoption? 6. What are the regulatory implications of the Firms recommendations? To answer these business model questions, the Firm will aim to answer the following questions on clients and agents, current and potential.
