Tenders are invited for Mapping of Government Payment Streams; And Roadmap for Their Digitalization in Morocco The World Bank intends to undertake a mapping of government payments payment streams aimed at developing a roadmap to gradually shift these to electronic processing. The challenge with digitalization of governments payments is to avoid the multiplication of independent payments platforms for each public administration; ministry …. For example; the World Bank under the G2Px initiative aims to improve this process in a comprehensive; cross-sectoral and responsible way that accelerates critical development outcomes such as financial inclusion and government fiscal savings.The purpose of this study is to identify steps Government of Morocco could take to move from the “as is” government to person (G2P); person to government (P2G); government to business (G2B); business to government (B2G) and government to government (G2G) payment mechanisms towards a future scenario where government payments are fully automated and sent from / delivered to transaction accounts and leverage the existing National Payments System infrastructure. The goal is to identify the design principles; infrastructure and organizational requirements; technical specifications; and business models to facilitate the transition to digital government payments. The study should also develop a sequence of 3-5 key steps and investments needed to build the preferred architecture; while offering best practice examples to support the solution.
