  • Expression of Interest are invited for Gender Norms and Women's Employment in The Maghreb. Scope of Work This project seeks to conduct extensive qualitative research to understand how and to what extent gender norms influence womens employment. Findings are intended to inform dialogue and policy decisions that concern womens economic inclusion in the labor market, as well as interventions and recommendations that promote social inclusion of women in Morocco and Tunisia. The qualitative research will consist of approximately 30-40 focus groups with intake acquired in the form of discussions and surveys of participants, and a set of key informant surveys. The focus groups will be comprised of women and men with varying employment and socio-economic status. They should include university students, recent graduates, teachers and parents as well as parents-in-law (groups will be provided). Group discussions to take about 60 to 90 minutes and touch on key leading questions. Findings from this phase will feed into a second phase of research focused on quantitative data collection in each country, targeting respondents that are representative of working and non-working men and women from urban/ rural and geographic areas. The focus groups will be asked structured questions (jointly prepared by the World Bank team and by the firm). The questions should tease out social norms and beliefs about womens labor force participation. Discussions should cover all or some of the following topics, depending on profiles of the focus group: I. Transitions from school to work and family formation II. Independence in economic decision-making processes III. Perceived local economic opportunities for males and females IV. Savings practices, control of assets V. Knowledge of gender-related rights and differences VI. Norms surrounding adolescent girls and boys including on what type of interventions could influence gender attitudes. VII. Personal beliefs and social expectation about what role different people play in the community VIII. Social sanctions or rewards for compliance/non-compliance with the norm IX. Values and perceptions associated with masculinity and femininity (or gender roles in and outside the home) X. Views on education including its value, relevance for lifetime earnings, and accessibility across genders XI. Role models in the home and the community XII. Respondent aspirations for the future Key Informant Surveys In addition, to the focus groups, the firm will be expected to conduct informant surveys per the following: - 10-15 individuals to be pre-selected by the Bank and who represent key groups (e.g. private sector, local government, community leaders, think-thanks, etc.) - Up to 60 total (1-2 persons from each focus group who will provide more in-depth information than would be feasible through the focus groups. The firm may select the candidates from the each focus group provided the overall number of interviewees provides a well-balanced representation of roles (employed women, unemployed/inactive women, husbands, in-laws, etc.) Firms may choose the most efficient and logistically doable means of carrying out the focus groups (virtual vs. in-person) but it expected that a minimum 50% should be carried out in-person. Findings of the focus groups and informant interviews will inform the development of a quantitative survey instrument that diligently identifies social norms, beliefs, and intra-household dynamics as they relate to womens labor force participation and decision-making. These will be carried out in a follow-on phase of the project. III. Required Qualifications The contracted firm must have previous experience carrying out similar and present such qualifications in their technical proposal, as well as additional documents if required 1. A legal status recognized in Morocco/Tunisia that enables the firm to carry out the tasks and work mentioned above; 2. A team of highly-skilled professionals with the relevant academic background and experience to carry out the work mentioned above, including project management and design, implementation, field data collection, analysis and reporting; 3. Relevant experience in working with focus groups, directly or through a local network; experience in administering focus group discussions using third-party facilitators; 4. The capacity to begin fieldwork promptly following the signature of the work contract. Publication Date: 16-Sep-2022.
